4:01 PLAYER PASS
4:01:01 All players shall present their player passes to the referee before the start of the game. All passes are to be returned to the coach or manager of the team at the conclusion of the game, unless a player is ejected for misconduct.
4:01:02 If a player does not present a USYSA Player Pass to the referee, prior to entering the game, he/she may not participate in that game.
4:01:03 If a player plays in a game and is not properly registered, his/her team shall automatically forfeit that game and may face further disciplinary action by the league and/or the Board of Directors of this Association, depending upon the nature of the violation. [Top]
 
4:02 PLAYER/COACH EXPULSION
4:02:01 Players and coaches who are expelled from a VYSL game will not be allowed to participate in any game until the VYSL PAD committee determines what suspension, if any, will be assessed. [Top]
 
4:03 DISCIPLINARY RULINGS
4:03:01 The VYSL PAD Committee will be appointed by the VYSL President and will act on all matters assigned to the Committee. The VYSL 1st Vice-President will chair the committee whose members will consist of the VYSL Referee Coordinator, the Boys or Girls Coach Coordinators (generally the Coordinator of the involved division), and a representative coach not directly involved in the matter. The role of the 1st Vice-President will be to facilitate and advise the PAD in its responsibilities and procedures. The 1st Vice-President shall be a non-voting member of the PAD Committee and will give insight into existing league and state policy and make current CYSA penalty recommendations if they are warranted. The 1st Vice-President will advise the Committee of the recommended penalties for specified infractions as outlined in section 4:03:02 and the current year CYSA Coaching manual. The VYSL PAD Committee, when directed by the VYSL BOD, shall review disciplinary action taken against VYSL members by other authorities. The VYSL PAD Committee will have the authority to increase penalties assessed by other authorities with sufficient evidence. Any increase in penalty can be appealed to the VYSL Protest and Appeals Committee.
4:03:02 The VYSL PAD Committee shall act on all disciplinary matters and shall have discretionary powers in determining disciplinary action applied to team personnel and players. Game suspensions listed below are to be regarded as minimums for the charged offenses, depending on the findings of the PAD Committee. Penalties may be increased according to the gravity of the infringements, and the reasons for such increases in penalties shall be documented on the Send-Off Report or on an accompanying document by the PAD Committee.
4:03:03 When directed by the VYSL President, the VYSL PAD Committee will review all rulings of the VYSL Advanced Team Committee (ATC) and will hear any appeal of ATC decisions. Individuals making such appeal will follow procedures specified in section 3:07 and may further appeal decisions of the VYSL PAD to the VYSL Executive Board or higher authority as specified in section 3:07.
4:03:04 When sent off the field of play and shown the red card for infringement of the “Laws of the Game”, players and substitutes shall be disciplined by further games suspension as follows:
A. Serious foul play:
1. Examples include, but are not necessarily limited to, intentionally impeding an opponent denying an obvious goal scoring opportunity; denying an obvious goal-scoring opportunity by handling the ball.
All age groups - Suspend for a minimum of one (1) game.
2. Examples include, but are not necessarily limited to, tripping, holding, unlawfully charging or pushing an opponent
denying an obvious goal-scoring opportunity; intentionally tripping, holding, pushing; unlawfully charging or tackling an
opponent from behind or charging in a dangerous and violent manner.
All age groups - Suspend for a minimum of two (2) games.
B. Foul and abusive language:
1. Examples include, but are not necessarily limited to, words uttered in frustration and, in the referee’s opinion, loud
enough to be heard outside the field of play.
All age groups - Suspend for a minimum of one (1) game.
2. Examples include, but are not necessarily limited to, words or actions directed towards any person.
All age groups - Suspend for a minimum of two (2) games.
C. Second cautionable offense after having received a caution:
All age groups - Suspend for a minimum of one (1) game.
D. Violent conduct:
1. Examples include, but are not necessarily limited to, spitting, or other unseemly act, on or at another person; striking or attempting to strike another player, team official or spectator; unlawfully entering the field of play during an altercation.
All age groups - Suspend for a minimum of two (2) games.
2. Pushing in an act of aggression, striking or attempting to strike a referee, linesperson [assistant referee] or fourth
official. All age groups - Suspend for a minimum of one (1) year and review by the Board of Directors regarding further disciplinary action.
The above penalties will be reviewed on an annual basis and will be updated to comply with current CYSA recommended penalties.
4:03:05 Any player, substitute or coach who refuse the referee’s request for their name, or gives a false name, while the referee is gathering data to report an infringement of the “Laws of the Game” involving them, shall have one game added to the suspension that would normally be levied by the PAD Committee.
4:03:06 Disciplinary actions listed above are to be regarded as minimum game suspensions, depending on the findings of the VYSL PAD Committee. The VYSL PAD Committee has discretionary powers to increase penalties befitting the infractions.
4:03:07 In specific situations, the VYSL PAD Committee may place an individual on probation, in addition to the suspension, for a period of time not to exceed the length of the suspension. The probationary period is to be served immediately following the suspension period and is intended to monitor an individual’s degree of reformation. Should an individual on probation be sent off the field of play and shown the red card during the probationary period, the original suspension and probation shall be re-applied.
4:03:08 Coaches and assistant coaches sent off the field of play for infringement of the “Laws of the Game” shall have two (2) games added to the suspension that would normally be levied against a player for a similar infringement. [Top]
 
4:04 MINIMUM PLAYING TIME
4:04:01 All registered players, who have attended practice sessions, or have been excused from practice are entitled to play 50% of any recreational league or tournament game. Coaches are responsible to coordinate substitutions to ensure compliance with the 50% play rule. Coaches not complying with this rule must give notice to the VYSL Coaching Coordinator or Advanced Team Metro Representative with specific reason for such action. The Coaching Coordinator/Metro Representative will review the reason(s) for validity. Recreational teams are defined as Class III (Metro) and Class IV (Recreational) teams as prescribed by CYSA. 4:05 TEAM EQUIPMENT
4:05:01 All coaches will be responsible for equipment issued at the start of the season. Two practice balls and a game ball, in addition to a goalie jersey, will be issued to all Class IV coaches. A monetary deposit may be required to ensure timely return of league equipment. Equipment should be returned to the designated VYSL Board member after the conclusion of the season. Coaches will be notified as to the time and place of the equipment return. [Top]
 
4:06 TEAM PLACEMENT
4:06:01 A returning coach or his/her assistant coach will have “retention rights” to players from the previous years’ team provided the players are of the appropriate age group for the team. Any parent or guardian who DOES NOT wish to have their child retained on their former team will make that request known to the VYSL Registrar who will ensure placement on another team. Retention of players will be honored for players in the U10 age group and younger. Retention beyond U10 is at the discretion of the VYSL B.O.D. The criteria for the VYSL B.O.D. decision will be based on the number of returning players and reasonable parity within the age group.
4:06:02 Players will be kept, if at all possible, within their respective school areas. Requests for specific coaches will be evaluated by the League Registrar and will have authority to grant requests based upon criteria set annually by the Registration Committee.
4:06:03 Placement of players will based on their age as of July 31 of the current year. i.e. A player who is 11 years old on July 31 will be considered an U12 player, if a player turns 12 on or before July 31, that player will be considered an U13 player. Players are not allowed to play down an age group and are only allowed to play up an age group with VYSL B.O.D. approval. Teams may or may not be age pure based upon current player population. Older teams (above U10) will likely consist of players from 2 age groups, that is, U11 and U12 players playing on the same team in the U12 age group. [Top]
 
4:07 TRANSFERS
4:07:01 Recreational player transfers will be at the discretion of the VYSL B.O.D. Request should be made in writing to the VYSL B.O.D citing specific reason for the request. Advanced team transfers must comply with current District and CYSA policy. [Top]
